Bicameral Parliament (Two-House System)
Point 2: Bicameral Parliament
Summary
The next parliament will be bicameral with an Upper House consisting of 100 members formed in proportion to the votes received by political parties in the national election.
Details
Instead of just one house (Jatiya Sangsad), Bangladesh will have two:
**Lower House:** Directly elected MPs (as before)
**Upper House:** 100 members allocated based on each party's national vote percentage
Any constitutional amendment will require approval from the majority of Upper House members.
This measure is designed to:
• Prevent concentration of executive power
• Ensure constitutional amendments require broader political consensus
• Provide checks and balances in the legislative process
• Give smaller parties proportional representation

Why This Matters
This creates a system of checks and balances to prevent any single party from unilaterally changing the constitution.
