Build a system where volunteers can upload media (images, videos, text, documents) either individually or as a ZIP, have them auto-reviewed by AI, then human-validated via upvotes/flags before being archived for long-term storage (Glacier + optional IPFS). Archived items are searchable, downloadable, and shareable to any registered user.

The Proposal Manager allows users to create ideas, initiatives, or project proposals that can be reviewed, voted on, moderated, and scored. Roles with elevated permissions (admin/editor) can manage proposal status and handle moderation outcomes.

The Outreach Manager is a system that allows both volunteers and the public to understand, organize, and track nationwide outreach efforts.
